The inauguration of this functional position is a form of simplification of the bureaucracy in accordance with the goals of bureaucratic reform. "Indeed, during this transition process there were obstacles encountered, such as an example of a position name that was not in accordance with what was proposed, but we have to go through all of this with subsequent adjustments," said UPNVJ Chancellor Venus in her remarks.

There are 3 types of positions in government agencies, as stipulated in Government Regulation Number 11 of 2017 concerning PNS Management which states that Civil Servant positions consist of High Leadership Positions (JPT), Administrative Positions (JA), and Functional Positions (JF). ). Functional Position is a group of positions that contains functions and tasks related to functional services based on certain expertise and skills. Functional positions consist of several clusters of positions determined by the President at the suggestion of the Minister for Administrative Reform.

The functional position of skilled staffing analyst is a basic operational skill level position.
