Towards BLU, UPNVJ Discuss Revenue with Ministry of Finance Representatives

HumasUPNVJ - Still in the context of preparing UPN Veteran Jakarta towards Public Service Agency Financial Management (PK-BLU), the Chancellor held a discussion on UPN Veteran Jakarta income with representatives of the Ministry of Finance of the Republic of Indonesia which was held in Nusantara Room 1 UPNVJ, on Wednesday (04/11/20 ).

This discussion is needed to ensure the realization of the implementation of BLU financial management as mandated in laws and regulations. Public Service Agency Financial Management is a management that provides flexibility in the form of discretion to apply sound business practices to improve services to the community in order to advance the welfare and educate the nation's life, as an exception to the provisions of state financial management in general.

Previously the Chancellor of UPN Veterans Jakarta Erna Hernawati said "UPNVJ in terms of BLU requires commitment and solid cooperation and even faster for a revised review from the RI KEMENKEU. We have to parallelize after the review is tested. The BLU team is kept healthy, so they can prioritize the time for corrections to be submitted," said the Chancellor in his remarks.

Head of PK BLU III Development Sub-Directorate of the Ministry of Finance, Anna Mariana conveyed the aim of BLU to speed up services. The role of BLU in the 2020-2024 RPJM, there are indicators including (1) quality and competitive human resources, (2) national character, (3) economic resilience for quality growth, (4) regional development for equity, (5) economic development infrastructure and basic services, (6) Polhukhankam stability and transformation of public services, (7) environment and disaster resilience.

There is some flexibility in the main K/L policies. BLU is given flexibility which includes (1) Direct income is used without depositing the State treasury (2) Budget flexible spending with a threshold (3) Short-term investment (4) Short-term debt (operational expenditure) (5) Providing trade receivables (6) The surplus is used the following year (7) Exempt from Government PBJ provisions (8) Optimization of assets (9) Optimization of midle cash (10) Self-remuneration system: (level of responsibility and risk) (11) Tariffs by the Minister of Finance: those that are productive can be given to BLU.

Anna said "after there is a proposal from the Ministry of Education and Culture, it will go to the Ministry of Finance for analysis because the world of education is more concerned with administrative documents and there are some that will be tested for substance requirements. "BLU is a semi-business so that it can develop services and provide more profit for PTN itself. There are 3 stages there are substance, technical and administrative, currently it is in the administrative stage where it will be submitted first to the Ministry of Education and Culture and will be assessed by the Ministry of Finance. We also want PTN to be more creative with BLU changes in seeking income with BLU as well as institutions being able to optimize their assets, such as renting space and so on, which can be managed for independent activities. We don't want to burden the tax, so we try to maximize the assets owned by the institution so that the entrepreneurial spirit within the institution can also be developed in order to improve services."
