UPNVJ Launching Public Service Agency (BLU) Status

HumasUPNVJ - Tuesday, 8 June 2021 - UPN Veteran Jakarta (UPNVJ) launched the inauguration of BLU status. UPNVJ holds the status of Public Service Agency Higher Education (PTN BLU) based on the Decree of the Minister of Finance of the Republic of Indonesia Number: 209/KMK.05/2021 which was stipulated on May 31, 2021.

In this decision, UPNVJ was designated as a government agency that implements the Public Service Agency Financial Management Pattern which provides flexibility in financial management, institutional governance, and the Tridharma of Higher Education. UPNVJ Chancellor Dr. Erna Hernawati, Ak, CPMA, CA, CGOP said the journey to become a PTN-BLU had been carried out since early 2020.

“For new PTNs like us, the process of becoming a BLU is not easy. There are various preparations and obstacles that must be overcome. The main obstacle occurred in the administrative aspect where we had to 'work hard' to prepare the Governance Plan, especially the establishment of a strategic business plan. In this case we must be able to see the current conditions, strengths, opportunities and predictions for the next five years. Of course, everything must be analyzed carefully and supported by data readiness," said the Chancellor of UPNVJ.

With the status as a PTN-BLU, the Chancellor said the quality of tridharma, quality of human resources, service to students, institutional accreditation, quality of academic and non-academic facilities and infrastructure at UPNVJ would be able to be upgraded to both national and international standards.

To initiate the determination of status as a PTN-BLU, UPNVJ determines eight strategic steps including; (1) transfer of financial management based on BLU management; (2) adjustments to the organizational structure and work procedures; (3) determining the remuneration formulation; (4) operational preparation of business units; (5) determination of service tariffs and information system-based service information; (6) revamping the integrated service unit to achieve the minimum service standards set by the Ministry of Administrative Reform and Bureaucratic Reform; and (7) strengthening work culture values; and (8) strengthening the bureaucratic reform program and integrity zones for corruption-free areas and clean serving bureaucracy areas.

Specifically related to the fourth aspect, namely the operational preparation of business units aimed at strengthening institutional financing, UPNVJ has developed four business divisions which will become income generating sources, including:

  1. Asset utilization business division such as bank land leasing, canteen land leasing, studio, laboratory, workshop and other equipment rental.
  2. Health service business divisions such as health service polyclinics, dental polyclinics, physiotherapy services, stemcell laboratories, pharmacy laboratories, Faculty of Medicine integrated laboratory utilization, and hyperbaric chamber services.
  3. Academic professional business division, such as legal consultants, tax brevet training, nutrition consulting services, applied approach (AA) and character training, Health Research Ethics Committee (KEPK), making company profile videos, capital market and investment training.
  4. UPT service business divisions such as UPT Languages include English Proficiency Test (EPT), Personal Test of English (PTE); Integrated UPT Lab, mash classroom rental, and digital library services for users outside UPNVJ.
