Rivai also introduced the Elements of the Indonesian Legal State, 12 Principles of the Modern Legal State (post-1998), and provided an Overview of Law Enforcement in Indonesia.

In his presentation, Rivai argued that there has been a paradigm shift in the rule of law since the founding of Indonesia until today. Law enforcement in Indonesia is considered not to have run ideally because the national legal system (Legal Substance) has not been realized, the issue of the integrity of law enforcers (Legal Structure) and the lack of a legal culture in society (Legal Culture).

According to Rivai, legal practitioners, including UPNVJ FH students, are responsible for building a state based on the rule of law in accordance with the ideals of Indonesia's founding fathers.

The second day

Professor of FH UPNVJ Prof. Dr. Wicipto Setiadi, SH, MH became the long-awaited resource person on the second day of PKKMB FH UPNVJ 2024.

"The fading of national personality, moral degradation, and the loss of noble moral values among the younger generation are urgent problems that must be solved," said Wicipto.

"The rapid flow of global information that has an impact on the penetration of foreign culture has a significant influence on the mindset, attitudes and behavior of the younger generation," he continued.

In addition, Wicipto also emphasized that the development of a person's character is influenced by various factors. Character and ethics, he continued, depend on where the individual comes from.

"Character building is highly expected from the smallest environment, namely the family. The environment also greatly influences a person's character," said Wicipto.

At the end of his presentation, Wicipto said that good character will determine a person's future. He argued that when someone has good character and ethics, then the path to prosperity can be traversed relatively easily.

"Your role is very important to improve the laws in Indonesia today. One way is to provide ethical criticism," concluded Wicipto.
