After Eight Years of Campaigning for HAKIN, Central IC Asks the President to Establish a National Information Disclosure Day

HumasUPNVJ - The Indonesian Central Information Commission (IC) State Institution together with the Riau Provincial IC supported by the Kampar District Government and the Riau Provincial Government will hold a grand activity in the form of commemorating the National Information Openness Day (HAKIN) in Kampar Riau on Wednesday (17/05/2023). This was conveyed by the Chairman of the Central IC, Donny Yoesgiantoro, in a press conference with the Kampar Riau District Head, H Kamsol, at the Labersa Kampar Hotel, Tuesday (16/05/2023).

According to Donny Yoesgiantoro, the Central IC together with the ranks of the Regional IC consisting of Provincial and Regency/City IC have campaigned for this HAKIN commemoration every year so it was time for President Joko Widodo to establish HAKIN. "Since 2015, this means that for eight years the Central and Regional Information Commissions have campaigned for National Information Openness Day/HAKIN as a momentum to commemorate the ratification of Law Number 14 of 2008 concerning Public Information Openness/UU KIP, but until now the government has not designated it as HAKIN," he explained.

He said the Central IC's request to the President of the Republic of Indonesia to designate the commemoration of HAKIN as a National Day (not a holiday) was based on the momentum of the ratification of the UU KIP on April 30 2008 which became effective on April 30 2010. strategic, as stated in the HAKIN urgency study which was submitted to the government through the Indonesian Ministry of Communication and Informatics.

First, according to him, the determination of HAKIN by the government can increase public awareness about the importance of public information disclosure to advance personal and social environment. Second, HAKIN can encourage all Public Agencies (BP), both State BPs and non-State BPs, to carry out public information disclosure.

Third, according to him, HAKIN can strengthen the democratic system run by the government so as to encourage public trust in the democratic process. Fourth, he said that having HAKIN which is commemorated every year can increase public participation in providing input and monitoring of the continuity of effective and efficient government.

It was also conveyed that HAKIN as a momentum for the ratification and implementation of UU KIP became a milestone in the formation of the Central and Regional Information Commission as an institution that was given the mandate to oversee the implementation of public information disclosure as part of fulfilling the state's obligation to ensure that citizens' rights to public information need to be continuously echoed.

He explained that it started with the formation of the Central Information Commission in 2009, which was then followed up with the formation of Provincial/District/City Information Commissions in various regions. "Until now, Information Commission institutions have been formed in 34 Provinces and 5 Regencies/Cities," he explained.

According to him, the Central, Provincial and Regency/City Information Commissions have implemented UU KIP starting from resolving public information disputes, carrying out BP compliance evaluation monitoring, photographing the Public Information Openness Index, strengthening information openness in villages. and other activities related to public information disclosure. As a form of the state's commitment to implementing UU KIP after it was ratified 15 years ago, according to him, the government needs to designate April 30 as HAKIN every year.

Meanwhile, PJ HAKIN 2023 Handoko Agung Saputro said that the momentum for the HAKIN commemoration on Wednesday, May 17 2023 at the Labersa Hotel, Kab. Kampar, Riau was attended by 500 participants. Participants consist of the Central Information Commission, Provincial/District/City Information Commission, Tinarbuka Award Recipients, National Public Agencies, District Heads throughout Riau Province, Forkopimda Riau Province, Forkopimda Kampar Regency, OPD and Community Organizations in Kampar Regency, KPU RI Institutional Leaders , Bawaslu RI, DKPP, KPI, and the Press Council.

As for the highlight of the HAKIN commemoration, according to him, it includes the Tinarbuka Award which is the highest public information disclosure award given to BP leadership. Arranged with the inauguration of the Public Information Openness Ambassador consisting of Prof. Mahfud MD, SH, SU, MIP who is the Coordinating Minister for Political, Legal and Security Affairs of the Republic of Indonesia, Political Communication Expert Effendi Gozali, M.Sc., MPS., Ph.D, Wina Armada Sukardi, SH, MBA., MM, and Titi Anggraini, SH, MH represents the female element.

"The duties and functions of the Ambassador of Public Information Disclosure are to socialize, educate, and cultivate Public Information Disclosure as mandated by Law Number 14 of 2008 concerning Public Information Disclosure," he said. In addition, according to him, the highlight of the HAKIN commemoration was declaring the implementation of peaceful, fair, transparent, accountable and inclusive 2024 Elections and Elections as well as announcing BP monitoring and evaluation simultaneously which was the first to be carried out simultaneously throughout Indonesia.
