The Chancellor said that if traced back, Bureaucratic Reform efforts had been carried out since 2018 but had not been announced because they were still in the form of initiatives. The initiative in 2018 gave birth to the PIKIR Culture, namely Professional, Integrity, Struggle, Innovative and Responsive.

Bureaucratic reform at UPNVJ will begin to be intensified in 2021 by focusing on eight areas, namely strengthening change management, strengthening supervisory systems, strengthening performance accountability, strengthening institutions, strengthening legislation, strengthening human resource management systems, improving the quality of public services, and strengthening governance like.

"The eight areas of Bureaucratic Reform have been explored and prepared since 2021 and a roadmap has been established. As a state agency, we realize that UPNVJ must implement good governance. This is also in line with UPNVJ's status as a Public Service Agency State University or PTN- Blue," he said.

After becoming a PTN-BLU, the Chancellor said UPNVJ must be service oriented. UPNVJ must be an organization that serves faster, cheaper, and better, and according to established standards.

"All of this must be done collaboratively. It is not only the duty of the Chancellor and Vice Chancellor, but the duty of all of us," he said.

Coordinator of Internal Bureaucratic Reform Bureau of Organization and Administration of the Ministry of Education, Culture, Research and Technology Yudi Pramudianto, S.Sos said that all government agencies are facing the phenomenon of a smarter society and want to be served more quickly.

"Because the people we serve are different from before, our services must change. Our services must be prime, quality, fast, inexpensive, and transparent," he said.

Therefore, there needs to be innovation so that the services provided can be more quickly and easily accessible. In providing services, of course there are risks that have been mapped. So, risk mitigation must be followed up, don't let the risk map just become a document that is never followed up.

"Mas Minister Nadiem Makarim has several messages, namely hoping that all work units can become Integrity Zones, Corruption Free Areas, and Clean Serving Bureaucracy Areas; changes must be in accordance with the needs of service users; attach importance to what is considered important by service users; change innovation must needs; and the most important appreciation is what we receive from service users," he explained.

Head of the UPNVJ Bureaucratic Reform Team, Desak Nyoman Sithi SKP, MARS, Ph.D said that the Declaration of Bureaucratic Reform and the Integrity Zone was a form of outreach to UPNVJ's internal and work partners.

"Implementation of the Integrity Zone must be carried out by the leadership and the entire academic community. Therefore, please allow the Chancellor to instruct the deans to implement the Integrity Zone in all faculties," he said.
